Our Story

Hageman Capital was created to invest in single-site, developer-backed tax increment financing. From our own experience in real estate investment and capital markets, we believe TIF can be a powerful tool for both developers and communities to incentivize transformational projects.

The Role of Hageman Capital in Single-Site Developments

Municipalities have become far more sophisticated in the use of tax increment incentives. Responsible civic leaders utilize developer-backed TIF to drive growth on the merits of each project. This allows communities to grow without supporting bonds with a municipal rating. For single-site developments, these unrated TIF bonds can be a challenge for traditional bond investors and lending institutions to monetize effectively.

Hageman Capital buys single-site TIF bonds, thus providing liquidity to developers at the onset of a project. Our unique approach maximizes net bond proceeds for developers. Our structure is formed by decades of experience providing commercial real estate equity as a General Partner and Limited Partner, as well as our TIF Bond expertise. Hageman Capital understands real estate is at the center of each TIF transaction.

Underwriting first evaluates the viability of the real estate project and then determine the tax increment revenue the project will generate. We then work with the development team to reach an appropriate offer. Unlike other capital providers, our structure reduces covenants that can limit proceeds. Finally, Hageman Capital assists the developers in the bond closing process prior to construction closing. This allows the developer to focus on working with their other partners in achieving a financial close of the entire project.

Our process transforms TIF from a pain point for developers into capital that can be applied  toward equity. Developers can solely focus on developing real estate projects.
