Scarlett Andrews is the Director of Acquisitions at Hageman Capital, where she leads efforts to cultivate client relationships and successfully close TIF bond transactions. She brings over a decade of experience across both the public and private real estate sectors, with deep expertise in structuring complex public financing deals.

Prior to joining Hageman Capital, Scarlett served as a developer with T&H Investments, where she sourced and structured multifamily deals. Her career in public service includes seven years with the City of Indianapolis, culminating in her roles as Director of the Department of Metropolitan Development and Deputy Mayor for Economic Development. In these positions, she spearheaded innovative strategies to reposition city-owned assets and deploy public financing tools to respond to evolving market conditions such as rising construction costs and interest rates.

During her tenure, Scarlett oversaw more than $100 million in funding for affordable and permanent supportive housing—leveraging sources such as the American Rescue Plan Act (ARPA), HOME, CDBG, and the Housing Trust Fund. She also played a key role in advancing a development pipeline exceeding $9 billion in downtown Indianapolis.

Scarlett holds a B.A. in International Studies and Spanish from the University of Mississippi and an M.A. in Latin American Studies from Tulane University. She currently serves on the board of Indiana Women in Public Finance. Outside of work, she enjoys reading, traveling, and practicing yoga with family and friends.
